摘要：博士后过程质量管理评价是博士后管理的核心，科学合理的管理制度及有效实施有利于提高博士后的培养质量。建立适合国情的博士后质量管理模式和质量控制机制，能够提高博士后培养的质量。按照过程质量管理体系，以先进的理论为指导，以科学的方法为手段，以合理的数据为基础，构建博士后质量目标的评价体系。通过进站质量评价、在站质量评价、出站质量评价过程控制及数据分析，有效地促进博士后人才培养水平的提高，使博士后管理工作健康发展。

博士后培养制度是借鉴国外高层次人才培养经验，结合我国国情创立的一项人才培养制度，是我国人事人才工作的重点。我国的博士后事业经过近30多年的发展，培养了大批高素质复合创新型科研人才，为推动我国人才强国战略方面发挥了重要作用。博士后管理工作应按照科学发展观的要求，以适应博士后事业的新形势和新特点，不断创新管理理念、创立管理机制、创造管理氛围，激发博士后人才的创造活力和热情，促进博士后事业全面、协调和可持续发展。随着博士后规模的扩大和管理模式的多元化，博士后的进站选拔、在站出站质量、科研管理和出站后效将成为博士后管理工作的重要内容[1]。因此，建立建全符合学术规范的科学高效管理机制及评价方式将成为当前博士后管理工作的核心。

一、博士后质量管理

教育质量是高等教育发展的核心问题，《面向21世纪教育振兴行动计划》提出高等教育要“瞄准国家创新体系的目标，培养造就一批高水平的具有创新能力的人才”，创新教育成为高等教育质量的重要内涵。高等教育质量是一个多层面的概念，要考虑多方面、多样性来衡量高等教育质量，以满足需求对象的不同品味和需要。此外，还要满足社会对高级专门人才的需要，满足对高等教育科技的需要，满足社会对高等教育服务的需要。中国博士后确立了“培养和使用相结合，在使用中培养，在培养和使用中发现更高层次的人才”的具有中国特色的博士后制度。坚持博士后培养的质量建设是博士后各项工作的关键点、生命线，特别是在招生规模不断扩大的情况下，抓博士后培养质量尤为重要。博士后教育质量方针是博士后管理服务的发展宗旨和方向，是建立和实施博士后质量管理体系的根本原则，是实施质量管理体系的推动力[2]。从事博士后质量管理活动，要明确组织目标，准确定位，提出质量方针，展现特色，使管理者明确自己应承担的责任和义务，不断理解质量方针，增强质量意识，并使质量方针能有一定的稳定性和适宜性。博士后教育质量的质量管理和质量控制有自己的特殊性，没有十分明确的质量评价指标来衡量和控制，不能完全照搬博士生的教育质量管理和质量控制方法。为了保证博士后教育质量，需要建立适合我国国情的`博士后质量管理模式和质量控制机制，通过科学的过程管理、质量监控、后效作用评估，使质量成为保障博士后事业发展的原动力。

二、博士后过程质量管理体系

按照质量管理体系标准基本思想就是要控制博士后培养中所有过程的质量，从而保证博士后培养的质量。对于高校，博士后培养是所有博士后教育服务活动的核心过程，是质量管理体系所要关注的管理对象[3]。从培养的角度来看，管理质量取决于博士后导师能否向博士后提供合理的导向、知识、信息、技能和手段掌握科学发展方向；通过恰当的培养管理机制推动服务管理质量的提升；通过优质的教育培养方案发现的素质和潜能，从而使博士后在科学研究中提高自己的创新意识和研究技能，迅速成长为具有交叉融合、高层次的创新人才[4]。这些都是博士后培养质量管理中提供的过程，是质量管理体系中应该进行监控、管理和评价的过程。在博士后质量管理体系中，博士后管理职责包括管理承诺、制定培养方针质量目标、进行过程策划、实施管理评审等；博士后资源管理包括提供人力资源、管理资源、项目资源和工作环境等；博士后管理实现包括制定培养方案、策划阶段考核实施、研究设计开发过程、提供项目服务等；博士后管理监控、分析和改进包括实施过程监控、内部审核、数据定性定量分析、管理持续改进等。

三、博士后质量目标评价体系

目前，博士后培养在高校性质、培养目标、管理体制、专业特点等方面存在差异，博士后培养质量目标的评价体系也不尽相同。博士后质量目标评价体系属于综合评价类型，是由多维度、多层次、多样化的指标结合形成的一个有机整体，不存在一个既定的、永恒的质量评价标准[5]。评价指标体系是根据不同的评价目的，围绕预定的目标，以预期的目标为导向，以先进的理论为指导，以科学的方法为手段，以合理的数据为基础，它是一个复杂的系统工程。科学的质量目标评价体系，既能反映博士后流动站的工作绩效，并又能通过数据分析找出差距，促进博士后管理工作良性发展[6]。总体上来说，博士后质量管理目标评价主要有以下的作用：1.科学的评价将有效地促进博士后人才培养水平的提高；2.客观的评价将为改进和完善博士后制度提供事实依据；3.公正的评价将直接影响博士后管理工作的健康发展；4.合理的评价可以为不同学科、不同区域博士后培养质量提出比较的策略。评价体系的构建过程中遵循定性与定量相结合、全面与重点相结合、过程与结果相结合、稳定与发展相结合原则[7]。博士后培养质量评价体系主要包括以下几个阶段：进站质量评价、在站质量评价、出站质量评价。

（一）进站质量评价

作为培养优秀科技人才的博士后制度，是通过设置独立研究能力的职位，选拔获得博士学位的优秀博士后进一步从事科研工作，把博士后进站与立足科学创新研究结台起来作为选拔的原则。将博士后进站与推进学科创新、优化师资队伍结合起来，做好进站人员选拔工作，才能为提高博士后培养质量打下基础[8]。为保证选拔工作的制度化建设，需制定出符合学术规范的遴选原则和实施办法，并结合我校专业的特点，对博士学位论文、科研成果、综合素质等进行全面综合评价，将博士论文水平、论文发表、科研能力等列为“出站评估指标体系”二级评价指标，博士后进站选拔评价指标体系如表1所示。

（二）在站质量评价

博士后进站后由流动站管理办公室组织中期考核，听取博士后研究工作进展汇报，对博士后的科研能力、学术道德、业务能力、获取成效等进行全面考核。通过在站评价，可以检验博士后进站后科研工作进展情况、检验博士后的科研潜力和水平，检验培养工作中的不足与问题并能及时地解决问题。对考核优秀的人员，在科研经费和岗位津贴上予以倾斜；对考核不佳的人员，找出原因并解决问题。通过建立博士后在站过程质量管理，能够加强对博士后和项目进行宏观过程调控，并对项目、经费等方面进行动态管理。

（三）出站质量评价

经过博士后工作站的研究实践，博士后的学术水平和综合素质多发生了变化，博士后期满出站考核要根据进站协议规定的内容对博士后研究人员的研究成果、研究水平、经济效益、综合素质等进行全面综合评价，并做出书面评价[9]。将科研项目申请完成情况、论文发表、科研能力等列为“出站评估指标体系”二级评价指标。

四、博士后质量管理监控

为保障博士后管理工作质量与成效，遵循质量管理系统和基本原理，构建以“目标合理、体系完整、阶段控制、实时响应、反馈提升、持续改进”为特征的基于PDCA循环的博士后过程质量管理监控与保障体系[10]。以全面质量管理原理的科学程序构建PDCA循环，如图2所示。针对博士后过程质量管理，PDCA循环是将其过程抽象为规划、执行、检查、处理四个阶段，每个阶段都有阶段任务和目标，四个阶段为一个循环，通过这样一个持续的循环，使过程的目标成效持续改进，从而形成闭环管理。其特点是：1.PDCA循环的四个过程不是进行一次就完结，而是周而复始地进行；2.大环套小环，一环扣一环，小环保大环，推动大循环；3.PDCA循环不是在同一水平上循环，是阶梯式循环上升。通过PDCA循环的实施，博士后质量管理可以实现服务质量的提高和不断改进。博士后质量管理具体监控过程如下：1.规划———学校成立博士后管理领导小组和博士后管理办公室（挂靠人事处），加强博士后建设的统筹规划，制定建设规划和建设计划，并建立质量目标评价体系，如博士后进站、在站、出站考核评价等；2.执行———学校、学院实施二级管理，各博士后流动站发展均有建设计划，各博士后流动站按建设计划实施；3.检查———学校、学院成立博士后领导小组，设立专家组与督导组，对质量管理过程的各个环节进行监控和检查，并及时反馈结果；4.处理———根据反馈的质量监控检查信息采取有效措施进行处理，促进过程质量管理的持续改进。

五、博士后后效作用

博士后制度为博士生提供一个研究的科研平台及人才的交流平台，从而提高博士的科研水平和创新能力，在推动科学发展事业等方面起到积极的作用。博士后制度有力地推动了科研的发展，促进了科技自主创新和学科建设，有利于开展交叉学科的研究[11]。特别是在高校，还补充了高水平师资，促进了队伍建设整体水平的提高。一直以来，对博士后质量进行评价，总体结论是肯定的。但从后效分析来看，有值得改进和提高的地方。以我校为例，我们从博士与博士后两个阶段对比了论文发表数量、质量和项目申请三个方面，总的来看博士阶段发表的文章数量一直呈上升趋势，而博士后阶段却持平或有下降趋势，相应地人均发表文章的走势与文章总数的变化趋势一致。在论文质量方面，博士后阶段略强于博士阶段，但没有明显差距，其中，博士后阶段论文影响力远远比不上博士阶段。在项目申请方面，博士阶段以参与项目为主申请项目为辅，博士后阶段独立申请项目明显高于博士阶段呈上升趋势[12]。综上所述，博士后阶段的科研能力与博士阶段相比没有明显提高，但在协同创新、社会效益等方面作用有提升。

六、结束语

博士后过程的质量管理评价研究是高等教育服务质量管理的理论与应用研究的一部分。为保证博士后培养质量，需要建立符合学术规范、健全科学高效管理机制及评价方式，是博士后管理部门提高管理层次和水平的重要工作。
